Prosecutor General highlights legal reforms and infrastructure problems

Albania’s Prosecutor General, Olsjan Çela, welcomed efforts to improve criminal procedure law. However, he called for urgent solutions to infrastructure problems, security concerns and magistrates’ pay. He spoke at the general meeting of prosecutors, which is electing new members of the High Prosecutorial Council (KLP).
Çela said staff shortages and heavy workloads continue to challenge the prosecution system. He called for fewer backlogged cases, faster and better investigations, stronger court representation and greater professional capacity. Meanwhile, he said a new case management system, due for completion in 2028, would modernise institutional work through digitalisation. He described conditions in the prosecution offices in Tirana, Durrës, Fier and Saranda as a pressing concern. He said government support was essential to completing ongoing projects.
Çela also called for constructive dialogue on magistrates’ pay in line with Constitutional Court standards. He criticised inefficient changes to the Code of Criminal Procedure in 2017. He said future amendments should prevent delays during preliminary hearings while protecting the procedural rights of all parties. In addition, he stressed the need for stronger institutional cooperation and public trust in justice.
The meeting will also elect a prosecutors’ representative to the governing board of the Magistrates’ School for a four-year term.
