Prime Minister Edi Rama said Albania became the first country to introduce an artificial intelligence instrument into the architecture of government through Diella, the country’s AI minister.

Speaking at the United Nations General Assembly in New York, Rama stressed that the initiative was not designed to transfer sovereignty from people to machines.

Instead, he said the government created Diella to make public services more accessible, procedures more transparent, and state institutions more accountable.

Furthermore, Rama underlined that no machine carries democratic legitimacy and no algorithm inherits constitutional responsibility.

“Behind every decision with a public impact, there must remain a legal mandate, a human institution, and a person who can be held accountable,” he said.

Meanwhile, Rama noted that artificial intelligence can help reduce the distance between citizens and public services when governments use it responsibly.

However, he warned that artificial intelligence operating without accountability can eliminate the distance between falsehoods and the human mind.

Therefore, Rama called for the responsible use of AI, emphasizing that technology should strengthen public services while preserving democratic oversight and human accountability.
