U.S. Analyst Edward P. Joseph for RTSH: U.S. Must Reassess Its Stance on Belgrade

The current situation between Kosova and Serbia, along with the approaches taken by European Union and U.S. leaders, is flawed, according to Edward P. Joseph, a U.S. analyst specializing in Balkan affairs.
Joseph argues that the issues in Kosova are longstanding and highlights that the U.S. and EU are failing to assert their influence effectively. “What’s happening in Kosova is not new; we have seen it for years. The U.S., as a leading power, along with the EU, is not showing the strength it possesses. They hold the cards but are not moving Vucic or Kurti. Instead, the U.S. and EU have supported Vucic, which Kurti perceives, causing him to be more provocative with the Serbs in Kosova. Weakness begets weakness. We have been weak with Vucic despite his strong alliances with Russia and China. We’ve seen Vulin meet with Putin, Vucic host Xi Jinping, and their close ties with Iran. Kurti sees our weakness and takes advantage, leading to increased provocations,” Joseph said.
Joseph stressed the need for immediate action from major powers to revise their policies towards the Western Balkans. “The U.S. needs to immediately change its stance on Belgrade to have a chance with Prishtina. Currently, the U.S. and the EU are focusing too much on Prishtina, trying to pressure Kurti further. While Kurti’s actions may be problematic, leaders are neglecting Vucic, who is sought for support on Ukraine and lithium. The opposite approach is needed: increased pressure on Vucic would likely lead him to support Ukraine, and it would be easier to convince the Serbian people that lithium mining does not harm the environment. Continuing to support Vucic risks losing both Serbian public trust and Albin Kurti’s cooperation,” he stated.
Joseph also commented on the relationships between European leaders like Macron and Scholz with Serbian President Vucic, suggesting they are following a U.S.-driven policy. “Macron and Scholz are aligning with U.S. policy, believing that arming Vucic will increase his support. However, Vucic is exploiting this and will continue his destabilizing actions in the region, which will provoke Kurti further,” Joseph concluded.
