U.S. State Department Spokesperson: Serbia’s Draft Law Claiming Jurisdiction in Kosova Violates Dialogue Obligations

Matthew Miller, spokesperson for the U.S. Department of State, emphasized that the U.S. government aligns with the European Union on Serbia’s claim to jurisdiction over Kosova.

“We agree with the EU that Serbia’s draft law asserting legal jurisdiction in Kosova violates its obligations under the Dialogue. Both Kosova and Serbia must implement the 2023 agreement, including the Association of Serbian Municipalities (ASM) and the dialogue solutions for all citizens, including Serbs in Kosova,” Miller stated on the platform X.

U.S. State Department reiterated its agreement with the EU that Serbia has breached its commitments from the Brussels dialogue by approving the draft law for judicial jurisdiction in Kosova and declaring Kosova a “socially protected zone.”

Washington underscored that the dialogue aimed at normalizing relations between Kosova and Serbia, mediated by the EU, has produced practical solutions that promote the rights of all citizens in Kosova, including those living in the north.

“This must be implemented. We urge both Kosova and Serbia to promptly fulfill the commitments made in the 2023 Agreement toward normalizing relations, including establishing an association of municipalities with a Serbian majority,” the spokesperson added.
