UK Ambassador Jonathan Hargreaves met Thursday with Kosovo Assembly Speaker Dimal Basha, urging swift and full constitution of the Assembly in line with the Constitutional Court’s decisions.

Hargreaves said they agreed on the urgency, but official statements from Basha and the Assembly didn’t confirm that. The meeting followed Basha’s controversial move to close the constitutive session last Sunday, despite the failure to elect the fifth deputy speaker — a seat reserved for the Serb community.

So far, only four of the five deputy speakers have been elected. The Serb candidate did not secure enough votes, triggering political criticism and legal uncertainty.

Despite the gridlock, Basha’s party, Vetëvendosje (VV), plans to move forward with forming a new government. The party will nominate acting PM Albin Kurti after its meeting on September 7.

However, it’s unclear if President Vjosa Osmani will issue the mandate. Her office is reviewing the legality of the session Basha closed.

Meanwhile, the Constitutional Court is expected to rule on a complaint from the Serb List, challenging the voting process.
