Demo: 40 municipalities choose priority zones for the Mountain Package; first investments start in 2026

Minister of Local Government Ervin Demo said that the first investments under the Mountain Package will start in the first quarter of 2026.
He told the media that eight municipalities already have approved priority zones.
“These will be the first cases to move toward construction permits and property documents,” Demo said.
The municipalities with approved zones are Përmet, Skrapar, Elbasan, Belsh, Kukës, Shkodër, Shijak and Mat.
“We are finalizing Vau i Dejës, Klos and Memaliaj. Vlora will follow in the coming weeks,” he added.
Demo said that around 40 municipalities have started selecting their priority zones.
The goal is to finish this process by January, as required by law.
“All applicants will submit their interest and full documentation. Municipalities will accept applications, verify them on the ground and follow legal steps to ensure transparency,” Demo explained.
He also noted that early applicants will receive fiscal incentives.
“The Mountain Package solves ownership issues and removes several obligations, from construction taxes to VAT. The first 500 cases that start investing will benefit from these measures,” Demo said.
The Mountain Package is a government initiative designed to encourage investment and revive economic life in Albania’s mountain areas.
