Deputy PM Balluku: Tropoja wind farm key to energy sovereignty, strategic U.S. investment

TIRANA, January 12 – Deputy Prime Minister and Minister of Infrastructure and Energy, Belinda Balluku, said today that the 600 MW wind energy park in Tropojë marks a major step toward Albania’s energy sovereignty. She described the project as an important investment by the U.S. company CWP.

Prime Minister Edi Rama attended the presentation meeting. In addition, the U.S. Embassy’s Chargé d’Affaires in Tirana, Nancy VanHorn, was present.

Balluku explained that the project reflects the government’s vision for energy development. She added that it also aligns with a long-term strategy for sustainable growth and demonstrates Albania’s commitment to future generations.

Furthermore, the minister highlighted that the Tropoja wind farm is not only an energy investment but also a symbol of the country’s transition toward a stronger, sustainable economy that embraces innovation. She noted that private and foreign direct investments are now driving growth through partnerships and long-term planning.

Balluku emphasized that Albania is moving from near-total dependence on hydropower to a balanced, modern energy model. As a result, diversifying energy sources has become a strategic necessity.

She recalled that the government first discussed a diversification strategy in 2018 to reduce reliance on weather conditions and existing hydropower plants. Consequently, the country now measures progress through concrete figures and megawatt-hours that reshape the energy map.

The minister also said foreign direct investments demonstrate confidence in Albania’s economic and institutional stability. Over the past years, more than 1.5 billion euros in private investments entered or are ongoing in the energy sector, mainly in solar and wind power.

In addition, she noted that total private investments have exceeded 2 billion euros. Currently, Albania operates over 700 MW of new photovoltaic capacity and around 400 MW of additional self-generated capacity.

Balluku further pointed out a portfolio of projects aiming to expand renewable energy generation beyond 1,500 MW, combining solar and wind technologies. She added that over 1,600 MW of new energy storage capacity are under study and financial evaluation.

Regarding specific projects, she mentioned the 140 MW Karavasta photovoltaic park, one of the largest in the region. She said it remains a source of national pride and a regional model.

Moreover, the minister highlighted that Albania is entering the implementation phase of wind energy projects through CWP’s 600 MW initiative. She stressed that the development follows a clear strategy, not chance or poorly planned policies.

Balluku praised CWP’s commitment and the cooperation with the Ministry of Infrastructure and Energy. At the same time, she mentioned the challenges of wind corridors located in hilly and mountainous areas above 1,200 meters, which require long study and construction periods.

She concluded that well-prepared projects have a measurable impact on the economy. Additionally, she said energy diversification strengthens Albania’s resilience to climate change.
