Albania advances accessibility law for persons with disabilities

TIRANA, March 18 – Albania’s Minister of Health and Social Welfare, Evis Sala, met with the National Council for Persons with Disabilities. They discussed the new accessibility law and the 2026–2030 National Action Plan. Both initiatives follow EU standards and adopt a cross-sectoral approach. They aim to improve quality of life and guarantee rights for persons with disabilities.
Minister Sala said the government prioritizes support and empowerment for persons with disabilities. She stressed that equality and human dignity form the foundation of an inclusive democracy. She highlighted the council’s role as a platform for dialogue. It ensures policies remain fair, practical, and inclusive. She emphasized one principle: no one should be left behind.
Sala explained that the law sets clear standards, responsibilities, and monitoring mechanisms. She said success depends on cooperation between local authorities, central institutions, businesses, and civil society. The law covers access to services, infrastructure, technology, and public life. Sala described it as a political commitment to achieve real equality, not just formal rights.
She then turned to the 2026–2030 National Action Plan. The plan focuses on independent living, education, employment, justice, and political participation. She noted the introduction of Braille ballots, which allow visually impaired citizens to vote independently. She added that lawmakers must adopt further measures to provide alternative voting methods. Council members shared proposals to improve the law and its practical implementation. Authorities will integrate these suggestions into concrete policies and instruments, working closely with responsible institutions.
