The Ministry of Infrastructure and Energy released today a draft law for public consultation. The draft amends the Law on Electronic Communications. It aims to align Albanian legislation with EU rules for the “Roaming Like at Home” (RLAH) regime.

The initiative supports Albania’s accelerated integration into the EU’s digital single market.

According to the explanatory report, the policy goal is clear. Albania aims to implement zero roaming charges with the EU in 2026.

The draft law marks a key step toward RLAH. It will support free movement of citizens and improve the business climate between Albania and EU member states. It will also advance Albania’s integration into the EU digital single market.

For the first time, the law introduces administrative penalties. Operators who fail to follow the new roaming rules will face fines.

The law also harmonizes wholesale voice call termination rates. This technical step is essential to lower costs for end users.

Once RLAH takes effect, Albanian citizens traveling to EU countries will use their domestic minutes, SMS, and data without extra charges. The system will work as it already does with Western Balkan countries.

EU citizens visiting Albania will enjoy the same benefits. This change will positively affect tourism and the business environment.

Stakeholders have 20 days from the announcement to submit comments and recommendations. After consultations, the draft will move to the Council of Ministers and then to Parliament.

The Ministry of Infrastructure and Energy and the Authority of Electronic and Postal Communications will oversee implementation.
