On June 2, 1403, the Senate of Venice decided to fortify the city of Durrës, the fortification of the mouth of Buna as an important navigation and trade artery. On the other hand, the Senate ordered that Count Niketa Topia, lord of Kruja, be prohibited from building a fort in the area of Saint Mark near Durrës because it endangers Venice’s possessions in the wooded areas.

At the beginning of June 1880, the Second Frashëri Assembly was convened, which proposed the creation of a central government for the whole of Albania, which would take over the administration of the entire country.
