European Parliament welcomes Albania’s progress: Deepening reforms, full implementation of election recommendations

TIRANA, February 19 – The European Parliament welcomed Albania’s continued commitment to EU accession. The statement appeared in a draft report prepared by the Parliament’s Committee on Foreign Affairs.

The document noted that EU enlargement remains a strategic investment for peace, security, and democratic development in Europe. In addition, it praised Albania for its clear strategic orientation toward membership. It also highlighted Albania’s full alignment with the EU’s common foreign and security policy.

The draft further highlighted that Albania, a candidate country since 2014, opened all negotiation chapters within a 13-month period. It aims to close them by the end of 2027. However, the report stressed that progress must be accompanied by full and sustained implementation of reforms. Approval of legislation alone is not sufficient.

Regarding the May 11, 2025 parliamentary elections, the report referred to OSCE/ODIHR observation mission findings. It noted that the legal framework is broadly suitable for competitive elections. At the same time, members called for a comprehensive electoral reform in cooperation with civil society. They also urged full implementation of outstanding recommendations.

In the area of the rule of law, the report welcomed ongoing justice reform. It also highlighted the re-evaluation process of judges and prosecutors. However, it emphasized continued challenges regarding judicial efficiency, case backlogs, and the need to strengthen institutional independence.

The report stressed that the fight against corruption and organized crime remains a priority. In particular, it emphasized investigations and prosecutions of high-level corruption.

The document further expressed concern about political polarization and divisive discourse. It called for a stronger parliamentary oversight role. In addition, it urged increased transparency in legislative processes.

The draft also recommended additional efforts to protect media freedom, pluralism, and fundamental rights. Specifically, it highlighted the importance of safeguarding minorities and vulnerable groups.

In socio-economic matters, the report welcomed Albania’s engagement within the Western Balkans Growth Plan. At the same time, it noted structural weaknesses in the economy. It also pointed out high informality and limited progress in environmental and climate change issues over the past year.

Members additionally acknowledged Albania’s full alignment with EU foreign policy. They underlined its constructive role in regional stability. Furthermore, the report stressed the importance of maintaining good neighborly relations.

Finally, the draft stated that EU financial support through the Instrument for Pre-Accession Assistance (IPA III) and the Reform and Growth Mechanism should remain closely linked to concrete results. It also emphasized the need for effective reform implementation.

The resolution is expected to be forwarded to EU institutions and Albanian authorities after final adoption.
