Germany and Albania conclude new development cooperation agreement for 2026–2028

TIRANA, April 27 – Germany and Albania concluded negotiations in Tirana on Development Cooperation for 2026 and signed a new cooperation protocol covering the period 2026–2028.
During the first day of talks, both sides held a broad political and sectoral dialogue. They focused on EU integration, good governance and key reform priorities. They also assessed progress in Albania’s European Union accession process.
The cooperation framework is structured around three main pillars. The first covers sustainable economic development, education and employment. The second focuses on climate action, energy and the green transition. The third addresses governance and EU integration support.
The new protocol foresees €29 million in financial commitments. Of this, €14 million will support financial cooperation, mainly through investment grants. A further €15 million will fund technical cooperation, including expertise and institutional support.
Germany reaffirmed its long-term commitment to Albania’s reform agenda and EU integration path. Both sides stressed the need for more efficient implementation and stronger coordination. They also agreed to increasingly focus future funding on strategic sectors, particularly energy.
