Justice Minister Gogu: Procedural guarantees, efficiency, and European-standard modernization

TIRANA, March 11 – Justice Minister Ulsi Gogu attended an event organized by the High Judicial Council to launch the implementation phase of the JURONIX project. The Albanian Government supports the initiative with €9 million, while the Swedish Government contributes €2 million. The project aims to modernize court administration digitally and increase citizens’ access to judicial services.

During the event, Gogu said digitalization is not only a technological upgrade. He explained that the process strengthens procedural guarantees and human rights. In addition, the reform improves system efficiency and modernizes the legal framework in line with EU acquis.

Meanwhile, the minister highlighted the importance of citizens’ real experience in the justice system. According to him, procedural transparency, equality of parties, and the right to be heard form key pillars of the rule of law. As a result, more structured and traceable case management increases the protection of human rights and strengthens access to justice.

At the same time, Gogu addressed expectations for timely decisions from citizens and businesses. He said efficiency is a key condition for accessible justice. In addition, he noted that digital modernization must progress alongside reforms of the legal framework to increase legal certainty and support Albania’s European path.

Furthermore, the minister confirmed that the Ministry of Justice will act as an active partner during the implementation of JURONIX. The ministry will coordinate institutions, support capacity building, and ensure compliance with data protection and security standards. The initiative aims to provide tangible benefits for citizens and strengthen trust in the justice system.
