OSCE Welcomes Changes to Criminal Code on Defamation as Step to Strengthen Free Speech

The OSCE Presence in Albania welcomed recent changes to the Criminal Code regarding defamation. The organization called the reforms an important first step toward strengthening freedom of expression.

In a statement to the media, OSCE noted that improving protection for journalists reflects an early OSCE recommendation.

It added that it continues to encourage full decriminalization of defamation and the use of proportional civil measures.

Earlier today, the Parliament approved the changes with 85 votes in favor.

According to Justice Minister Besfort Lamallari, the amendments strengthen journalist protection and media freedom. They remove criminal liability for journalists acting in good faith and in the public interest. At the same time, the law increases penalties for violence and threats against journalists.
