PM Rama: No Permit Issued for Proposed Zvërnec Development

Prime Minister Edi Rama said that no construction permit has been issued for the proposed development in Zvërnec. He dismissed claims that authorities had already approved the project.
Speaking at a press conference with journalists from EU member states, Rama said the project remains at an early stage. A private company has expressed interest in the area and is consulting with relevant institutions.
“If anyone claims there is a construction permit, they should produce it,” Rama said. He stressed that discussions with authorities do not mean a project has received approval.
Furthermore, Rama said the land in question is privately owned. He criticized what he called misinformation about the project. According to him, public debate has confused separate proposals involving Zvërnec and the nearby island of Sazan.
In addition, Rama rejected accusations that the government is helping sell islands or serving the interests of wealthy investors. He argued that such claims create a false image of Albania abroad.
He emphasized that, in a democratic system, private investors have the right to establish companies, express interest in projects, and sign agreements, as long as they follow the law.
Regarding criticism over a perimeter fence at the site, Rama said private landowners have the legal right to request permission to fence their property. Therefore, he described objections to the measure as unfounded.
Moreover, Rama noted that any future development must pass through all legal procedures and environmental safeguards. Authorities have already informed investors about the area’s ecological sensitivity, including restrictions linked to the nearby lagoon, construction setbacks, and density limits.
Finally, Rama said he is ready to release all relevant documents and provide further clarification. He also rejected claims that the government changed legislation to facilitate the project.
“That is false, and I am ready to prove it with the relevant documents,” Rama said.
According to the Prime Minister, many critics have avoided discussing the facts of the case and have instead focused on calls for his resignation.
