Work begins on national pre-university education strategy 2027–2031

TIRANA, June 2 – The Ministry of Education and UNICEF have started work on the National Strategy for Pre-University Education 2027–2031 in Tirana on Monday. The strategy places the student at the center and aims to strengthen an inclusive education system.

Education Minister Mirela Kumbaro said the strategy represents a shared responsibility. She also invited parents to take part in consultations for the new framework. She said the process will focus on building a system that is inclusive, innovative and future-oriented, with equal opportunities for all children regardless of location or social background.

Meanwhile, Kumbaro said the strategy will not be drafted only by the ministry. She stressed that education requires broad consultation. She called for input from students, teachers, school leaders, experts, universities and civil society organisations. She also highlighted the role of parents as key partners in the process. She said consultations will take place nationwide in the coming months.

In addition, the minister said ongoing reforms will continue alongside the strategy process. She referred to professional development programmes for teachers, where 30,000 teachers have received training. She also pointed to investments in digital education, school infrastructure improvements, quality assurance mechanisms and student welfare support.

UNICEF supports the strategy, which outlines Albania’s vision for an inclusive, innovative and equitable education system aligned with European standards.
