President Begaj Mandates Edi Rama as Prime Minister, Assigns Responsibility for AI “Minister” Diella

President of the Republic, Bajram Begaj, formally decreed Edi Rama as Prime Minister for the next four years. Rama arrived at the Presidential Seat this afternoon, where Begaj personally handed him the mandate.
The decree also entrusts the Prime Minister with responsibility for the new virtual Ministry of State, created and managed by the artificial intelligence system “Diella.” This marks the first time in Albania’s history that an AI will lead a state-level ministry, handling public procurement.
After Rama’s proposal, the President will issue individual decrees for each of the 16 ministers. Following the parliamentary vote of confidence, the government will take its official oath in a ceremony scheduled in the coming days.
The new cabinet was unveiled yesterday during the Socialist Party Assembly. The lineup includes significant changes, with some ministers reconfirmed, others leaving, and several new appointments. For the first time, the Ministry of Internal Affairs will be led by a woman, Albana Koçiu. Tourism and Sports will merge with Culture into a single ministry, while Environment becomes a separate ministry.
