AFSA to Finalize Cryptocurrency Law by End of Year

The Albanian Financial Supervisory Authority (AFSA) will finalize the draft law on cryptocurrencies and digital assets (MiCA) by the end of this year. The law will set clear rules for the growing crypto market.
AFSA General Director Mimoza Kaçi announced the plan during her annual report to the Parliamentary Committee on Economy, Employment and Finance. She said AFSA has prepared the first version of the draft and sent it for stakeholder consultation.
“We drafted the first version and sent it for review. We will complete the final version within this year,” Kaçi said.
AFSA compared Albania’s legal framework with that of the European Union, where the MiCA regulation took full effect this year.
“EU countries started with a gradual approach, and now they apply the regulation fully,” she said.
The Bank of Albania, the Ministry of Finance, and the Ministry of Economy and Innovation are working with AFSA on the draft. They aim to ensure transparency, security, and investor protection in the crypto market.
Experts estimate that more than 80,000 Albanians own digital wallets. Earlier this month, SPAK seized cryptocurrencies worth €11 million during 2024.
