UN Security Council reviews Kosova report

The United Nations Security Council discussed Kosova on Tuesday, focusing on political developments, security and dialogue with Serbia. Peter Due, head of the United Nations Interim Administration Mission in Kosova (UNMIK), presented the Secretary-General’s report covering March 16 to September 15, 2026.

The report described overall security as stable but highlighted institutional difficulties and limited progress in implementing European Union-mediated agreements. It also covered the formation of a government in September and Justina Pula-Shiroka’s election as president on October 7, with 81 votes. Northern Kosova remained calm but fragile amid disagreements between central and local authorities.

No high-level meeting between Kosova and Serbia took place during the reporting period, although the European Union’s special representative, Peter Sørensen, maintained contacts with both sides. The report also addressed the 2023 Ohrid Agreement, the Banjska attack, and efforts to reintegrate Serb judges and prosecutors into Kosova’s justice system.

As of September 15, the fate of 1,579 people missing from the war remained unresolved. The United States called for UNMIK’s closure, while the United Kingdom supported a strategic review. Russia and China opposed reducing the mission. Representatives of Kosova, Serbia and the European Union attended the meeting, the Council’s second regular session on Kosova in 2026.
