“Albania among strategic partners,” Members of the European Parliament call for stronger European Union security amid post-World War II-level threats

TIRANA, January 16 – The European Parliament’s Security and Defence Committee approved a report calling for stronger European Union Security and Defence Associations, describing them as essential to address emerging threats. Meanwhile, the report highlighted that the EU faces its most serious security situation since World War II.

Russia’s aggression against Ukraine is a major factor. In addition, hybrid threats, cyberattacks, terrorism, risks to critical infrastructure, and climate change increase pressure on Europe. Members of the European Parliament identified Russia as the main threat. They noted that Iran, North Korea, and Belarus support Russia. At the same time, they described China as a strategic competitor whose support for Moscow pressures the EU to strengthen its economic and defensive resilience.

Michal Szczerba, the Polish MEP who drafted the report, said Europe’s security can no longer be taken for granted. He added that the EU must build its “fortress” through a strategic and coordinated approach. He emphasized that Security and Defence Associations are necessary because threats cross borders and the EU cannot act alone. Szczerba also noted that true strategic autonomy depends on partnerships that provide concrete capabilities, interoperability, and resilience.

Currently, the EU maintains Security and Defence Associations with eight partner countries, including Norway, the United Kingdom, Canada, South Korea, and Japan. In addition, it works with candidate countries as Albania, North Macedonia, and Moldova. The report explained that these partnerships align strategic interests and improve defence cooperation. They also allow joint arms procurement and support participation in joint operations. Moreover, they help tackle hybrid and cyber threats.

The MEPs proposed formalizing a strategic association with Ukraine. They stated that supporting Kyiv is now the foundation of European defence. They also called for sustained military, industrial, and political support. Furthermore, they suggested security guarantees and the use of frozen Russian assets for Ukraine’s reconstruction in line with international law.

The committee reiterated that NATO remains the cornerstone of collective defence. However, it stressed the importance of developing a more autonomous and operational European capacity.
