CEC Chair Celibashi: Electoral reform must be transparent and inclusive by June 2026

At a roundtable on electoral reform with public institution leaders and experts, the head of the Central Election Commission, Ilirjan Celibashi, stressed the need for transparency and inclusiveness.
He said the reform must be ready by June 2026 to allow implementation in the 2027 local elections.
“Transparency and inclusiveness are crucial. The reform’s quality depends on how we carry it out. We call on political actors to contribute constructively. Timing is also key. The changes must take effect by June. This schedule gives political parties and the CEC enough time to prepare for the 2027 local elections,” Celibashi said.
He emphasized that the reform must solve issues identified in past elections. The process must involve consultation with institutions, civil society, the judiciary, media, and other electoral bodies. Celibashi said consultations must be broad to ensure legislative changes are based on thorough, evidence-based analysis. He added that transparency builds public trust and ensures the process serves the public interest, not temporary political gains.
Celibashi also highlighted the need to handle electoral violations effectively. He praised the cooperation between the SPAK and the General Prosecutor’s Office during past elections and called it a successful model.
“Electoral integrity must improve. Authorities must handle violations carefully during elections. Cooperation among the Prosecutor’s Office, the Police, and SPAK worked well and must improve further. The reform must remain transparent and widely consulted, regardless of political or institutional influence,” he said.
