European Commission praises progress on business legislation

Albania has made good progress in aligning its business legislation with European Union standards, according to the European Commission’s 2026 report. The country has reached a good level of preparation in company law, covered by Chapter 6, with advances in business registration, financial transparency and auditing.
Among the key developments, the Commission highlights new rules governing company operations, including cross-border mergers, divisions and transformations. It also welcomes legislation covering European economic interest groupings, cooperative societies and the European company statute.
Further progress came in July 2026, when Albania adopted new transparency requirements and amended its accounting and financial reporting legislation. The Public Oversight Board also approved 3 regulations on audit quality control, disciplinary measures and institutional cooperation.
However, further work remains on digitalising business procedures, improving online services and ensuring access to electronic signatures for non-residents. Albania also aims to connect its Commercial Register to the European system of business registers by the time it joins the European Union.
Progress extends to enterprise and industrial policy. The Commission notes changes to the Business and Investment Development Strategy, extended to 2030, and closer alignment with European rules on late payments. Effective implementation and stronger institutional capacity remain key priorities.
