New parliamentary session opens with focus on EU integration and reforms

TIRANA, January 19 – The Assembly will meet today at 17:00 to open Session II of the XI Legislature.
The parliamentary agenda will focus on two major reforms: the Electoral Code and the administrative-territorial reform.
The special parliamentary committees were established in November 2025. However, work has not started due to the opposition boycott.
Meanwhile, the majority repeated its call for the opposition to join discussions on the two reforms. It said it will continue work even without opposition participation.
The Special Committee on Electoral Reform will draft legislative changes for the new Electoral Code. It will address recommendations from OSCE/ODIHR reports on the local elections of 14 May 2023. It will also address the parliamentary elections of 11 May 2025.
In addition, the administrative-territorial reform aims to improve citizen services across the country. It links closely to Albania’s EU integration efforts.
Earlier, the previous parliamentary session ended in a tense political climate. The opposition contested the election of the Ombudsman.
Today, the Conference of Chairpersons will review the schedule and work program for the next five weeks. Later, deputies will gather for the plenary session at 17:00.
Meanwhile, Prime Minister Edi Rama proposed forming a working group to consider constitutional amendments. He suggested reviewing the number of deputies in the Assembly.
He said the current parliament with 140 MPs could be reduced to 100. He added that the public would receive the change positively. He said it would rationalize resources and political forces.
