President Begaj: Independence of the judiciary is essential, but must not become institutional self-isolation or lack of accountability

TIRANA, January 26 – President Bajram Begaj emphasized the importance of judicial independence as the cornerstone of Albania’s constitutional order during the opening ceremony of the new judicial year. He said the judiciary has now gained full autonomy, marking a central achievement of the reform process.

Begaj stressed that independence must go hand in hand with accountability. He warned that judicial autonomy should not lead to institutional self-isolation or a lack of responsibility.

He noted that this year should mark a shift from reform to a functional and sustainable justice system. Begaj said Albania must guarantee European standards and an effective judiciary.

He underlined that justice works only when it is respected, not merely declared. He explained that independence does not mean a formal separation from political power alone. It also requires the system to perform its functions without pressure or interference.

Begaj highlighted that respecting court decisions is essential for the rule of law. He reminded officials that delayed justice equates to denied justice. Procedural delays, unclear rulings, long case reviews, and late publication of decisions create negative public perception.

He added that while some responsibilities lie with government or parliament, institutions must act responsibly where authority allows. Decision-making must ensure legal certainty, predictability, and equality before the law.

Finally, Begaj said strengthening standards, unifying judicial practices, and improving decision quality are preconditions for consolidating public trust.
