“Rama 4” Infrastructure Program 2025–2029: Roads, Railways, Ports and Airports

TIRANA – Prime Minister Edi Rama revealed key points of the government’s fourth-term infrastructure plan for 2025–2029. The program focuses on modernizing Albania’s transport network. It aims to build 700 kilometers of new roads. The plan also completes major segments of the Blue Corridor, the Elbasan Bypass, and the Dhërmi–Saranda Coastal Road. Meanwhile, projects like the Vjosa Road, the Çajupi Ring Road, the Berat–Skrapar–Gramsh axis, and the Northern Mountain Road will improve regional connectivity.
Rail transport plays a central role in the program. Authorities plan to operate the Tirana–Durrës–Rinas line with modern trains. New railway sections will link Albania with regional corridors. Officials estimate railway investments at over €800 million.
The program also targets ports and air transport. A new commercial port will rise in Porto Romano. Tourist marinas will expand in Saranda, Vlora, and Cape of Rodon. Tirana Airport will undergo further expansion. New airports include Vlora International Airport and in Gjirokastër. The government will also launch the country’s first Aviation Academy to train pilots and aviation specialists.
Sustainability remains a priority. The authorities plan a national green public transport network. It will include 100 electric buses and digital ticketing systems.
Prime Minister Rama described the program as a decisive step toward European integration. He said the investments will transform Albania into a central transport and trade hub in the Western Balkans.
