“Vila 31” Transformed into a Hub for Art and Dialogue

Once the residence of Albania’s former dictator Enver Hoxha, “Vila 31” in the iconic former Block area has been reimagined as a vibrant center for art and dialogue.
The project was officially unveiled on January 16 by the Ministry of Economy, Culture, and Innovation. In an interview with RTSH 1, Deputy Minister Lira Pipa shared that the concept for this transformation was born two years ago during a visit by French President Emmanuel Macron.
“We collaborated with the French-based ‘Art Explora’ Foundation and ‘Nem Architects’ studio, preserving the villa’s original character while integrating contemporary elements to create a fresh, innovative space. A site once synonymous with censorship is now a symbol of openness and artistic freedom,” Pipa explained.
The new art residence will host both Albanian and international artists, offering the public an opportunity to visit and engage with its programs.
Pipa also highlighted other cultural initiatives, including the development of the “Besa” Museum in Tirana and the Jewish Museum in Vlora. These projects aim to celebrate Albania’s traditions, promote tolerance, and preserve powerful human stories for future generations.
